Ok, so, we've pretty much established that it can't really be a cypher, since that would be too obscure at this point, especially since we have no clues outside of "decipher"
That leaves what, a numerical pattern or equation? Neither of which seem obvious from the outset. What other options have we got? What have we not thought about? Is there anyone here who can think outside the box?

Also: the hint seems to insinuate we're dealing with an 8 letter word.
edit to note: "decipher" is an 8 letter word.

Note that "Decipher" should actually be "Decrypt". I didn't realize Decipher was that specific a word. I apologize for the confusion.

There is no discernable pattern.
I am ruling a lot of things out. This does not help the bigger picture, though.

Convert to letters via simply 1=a, 2=b, 3=c, etc.

If you wanted it make it fit to eight letters, then you can easily chop off the 01 at the end and get "Clue, I win" or "I Win Clue"

What happens if it's 2 10 1 at the end?
21 01 may be correct (a deliberate removal of ambiguity) but I wonder whether 2 10 1 makes anything.

Sorry, tux. When I said "rule out" I meant the things I listed there.
Equation doesn't seem to work because equations tend to have an odd number of components (if you include symbols like + and =). Cypher doesn't seem to work because, as Plutonium has shown, it appears that a tremendous amount of manipulation is necessary to get something out of it. To stumble upon something like that would require a lot of luck, which I think iamtheaznman is trying to avoid in his puzzles.
On the solutions front, after another day of thinking I am still completely perplexed.
